Right click the title bar and select Menu bar in the resulting menu. Or just keep avoiding it, these things have not changed for quite some time. Th Alt key should bring up the Menu Bar, (File Edit Tools, etc.). You can also right click on a blank spot of the toolbar and check the Menu Bar.
